Since its establishment in 1998, the Aviation Safety Council was expanded and reorganized into the Taiwan Transportation Safety Board (TTSB) in 2019. Ever since then, our fellow safety investigators have been diligently working on every major transportation occurrence, seeking the probable causes of the occurrences for the victims and their families, and providing safety recommendations to prevent similar occurrences from happening again. Over the past 25 years, we have become an important independent investigative organization for the Country. It is my great honor to serve as the Chairperson of the Taiwan Transportation Safety Board. I am fully aware that this is a challenging and weighty responsibility.

The Taiwan Transportation Safety Board, through independent, impartial, and professional occurrence investigation, aims to improve transportation safety, ensure the safe and stable operation of the Country's transportation systems, and promote the sustainable and sound development of the transportation industry, thereby achieving social justice.

In response to existing and future accident investigation functions in aviation, marine, railway, highway (including electric vehicles and autonomous vehicles), and upcoming space occurrence investigation, I hope that all fellow safety investigators of the TTSB approach their work with a humble and learning mindset, enhance their professional investigative capabilities and methods, participate in domestic and international professional training, and actively engage with international safety investigation organizations. By strengthening international cooperation and adopting an international perspective, we can ensure the professionalism of our investigation reports and listen to all parties' opinions impartially. We should uncover organizational and systemic risk factors in transportation accidents, demonstrate our independence, and earn the full trust from the citizens in the Government through our investigation reports.

In addition to occurrence investigation, I also expect our fellow safety investigators of the TTSB to conduct safety studies, establish robust risk management and emergency response mechanisms, and proactively assist transportation authorities at all levels in accident prevention while fostering a positive transportation safety culture.

I encourage all fellow safety investigators at the TTSB to continue working together in unity, cooperation, and with a sense of mission to prioritize safety above all else. Let us maximize our efforts to improve safety, ensuring that the people can travel with peace of mind and safeguarding their lives and properties.
