  1. Comprehensively planning personnel affairs, maintaining the legal system of personnel affairs, and conducting human resources management.
  2. Managing the personnel quota of the organization; appointing, dismissing, or transferring employees; and assigning new employees who have passed recruitment examinations to appropriate departments.
  3. Reviewing employee performance to provide incentives or implement punishments, organizing on-the-job training programs, and managing personnel attendance and business trips.
  4. Proposing remuneration packages, issuing pensions to retirees, managing welfare and insurance affairs, and organizing internal social events.
