Announcement of Dr. Kay Yong’s new position as the ASC’s Chairman
Premier Yu has appointed Dr. Kay Yong, the current Managing Director of  the Aviation Safety Council, Taiwan, as the Council’s third-term  Chairman. Dr. Yong’s appointment became effective from May 25, 2004, as  he succeeded Dr. Victor Liu, who had been the Chairman since year 2000. 
As  the Managing Director of ASC since its establishment on May 25,1998,  Dr. Yong has dedicated a great deal of effort in the improvement of  flight safety in this region and actively involved in the interactions  with world safety and investigation agencies. Under his leadership, ASC  has established its capabilities in civil aviation accident  investigation within 6 years. His professionalism is recognized by the  international aviation community and was awarded with the Sir Barnes  Wallis Medal by the Guild of Air Pilots & Air Navigators, United  Kingdom in 2001 and by the Aviation Week & Space Technology as the  recipient of the 2002 Laurels Award in commercial aviation.
Chairman  Yong received his BS degree from National Cheng Kung University,  Taiwan. his MS and PhD degrees from Rensselaer Polytechnic Institute,  Troy, New York in Mechanical Engineering.
Prior to his  career with the Aviation Safety Council, Dr. Yong also served as the  Director of Aerospace Science and Technology Research Center of National  Cheng-Kung University, Vice President in R&D of Microelectronic  Technology Inc, Deputy Director of National Space Program Office, and  Director of The Aerospace Corporation, El Segundo, California, USA.
During  the ceremony, Chairman Yong highly compliment the efforts and  contribution of former Chairman Victor Liu and commit that Chairman  Liu’s leadership and tradition will carry on in the future.
