On December 27, 2019, Sierra Leone flag general cargo ship Li Fung requested for emergency entering port of Keelung due to serious listing at the anchorage outside the breakwater entrance. At 0755 on the same day, Li Fung entered and berthed in port of Keelung safely with the assistance of a pilot and tugboat. The onboard 18 crewmembers were all safe.

The Taiwan Transportation Safety Board（TTSB）identified that this event was a major marine occurrence per the Transportation Occurrence Investigation Act and refer to the Casualty Investigation Code of International Maritime Organization（IMO）.The Investigator-In-Charge was assigned, and an investigation team was launched to conduct the investigation.
