Releases Factual Data Report of Vietnam flag bulk carrier VIMC Sunrise Occurrence Investigation

On 17th October 2022, at about 1610 local time (UTC 0810), a Vietnam flag Bulk Carrier, VIMC SUNRISE, IMO NO. 9331878, encountered severe weather conditions during sailing on the Taiwan Strait. The captain decided to anchor nearby around the Changhua wind farm. During the anchoring operation, one crew member was overboard, and three crew members were injured. There was no environmental pollution involved at present in this event.

After the occurrence, a TTSB’s investigation task force was dispatched for investigation according to the provisions of the Transportation Occurrences Investigation Act and carried out personnel interviews, document collection, VDR decoding, etc.

TTSB held an organizational meeting and invited the Maritime Port Bureau, MOTC, Central Taiwan Maritime affairs center, Port of Kaohsiung, Taiwan International Ports Corporation, Ltd., to participate in the meeting on November 08, 2022. The verification of the factual data report by all the relevant agencies/companies was finished on February 15, 2023. The Factual Data Report was released on February 22, 2023.

The complete investigation report containing factual information, analysis, findings, and recommendations is expected to be published after approval of the Board Meeting on December 2023. Through the complete investigation and analysis process, we would like to provide conclusion and safety recommendations to prevent the recurrence of a similar occurrence.
