On November 5, 2023, at 3:14 P.M., a commercial motor carrier operated by Chung Yuan Transportation Co., Ltd. overturned at northbound 5.8 km of Yilan Exclusive Highway No. 1. One occupant died and 38 passengers sustained injuries in this occurrence.

The Taiwan Transportation Safety Board (TTSB) received the notification at 3:24 P.M. on the same day and identified that this event was a major highway occurrence per the Transportation Occurrence Investigation Act. The Investigator-In-Charge was assigned and immediately dispatched a Go Team of 5 investigators to the scene to perform a vehicle inspection and collect relevant information.
