TTSB Hosts the “2025 Railway Accident Investigation International Forum” to Strengthen Global Railway Accident Investigation Technical Exchange and Cooperation

Taipei, Taiwan – October 21-24, 2025

The Railway Accident Investigation International Forum (RAIIF) was jointly established by Taiwan, Japan, Singapore, Australia, and Argentina, with its inaugural forum held in Tokyo, Japan, in 2024. The purpose of this forum was that representatives from participating countries shared case studies and investigative experiences, fostering technical exchange in railway accident investigation and enhancing international collaboration.

The Taiwan Transportation Safety Board (TTSB) hosted the second forum of RAIIF in Taipei from October 21 to 24, 2025. A total of 32 delegates from 11 countries, including Japan, Singapore, Australia, New Zealand, Sweden, the Netherlands, South Korea, Malaysia, the United Kingdom, Bulgaria, and Saudi Arabia participated in this annual event. To expand the participation and maximize the forum’s values available to domestic relevant stakeholders, TTSB invited representatives from Taiwan's railway regulatory agencies, operators, and research institutions. In total, 33 domestic and international organizations attended the forum to explore ways to enhance railway accident investigation techniques and promote railway safety.

The first two days of the forum will be held at the Sheraton Grand Taipei Hotel. On the first day morning, member states will present updated railway accident investigations in their respective countries. In the afternoon, representatives will participate in two panel discussions. The topics include “challenges in recruiting and training railway accident investigators” and “the importance and difficulties of implementing in-cab audio-visual recording devices”. On the second day, delegates will share railway accident case examples from their jurisdictions. On the third day, participants will visit the National Railway Museum, gaining deeper insights into Taiwan’s railway heritage and cultural development through an immersive tour of historical railway sites.

TTSB Chairperson Shinn-Der(Charles)Lin emphasized that “Railway safety knows no boundary.” He highlighted the importance of international cooperation in building a shared platform for knowledge and technical exchange, enabling countries to strengthen investigative capabilities through mutual learning and, ultimately, improve global railway transport safety.

TTSB will continue to actively engage in this forum and other international railway initiatives, maintaining close collaboration with worldwide counterpart organizations to enhance Taiwan’s railway accident investigation expertise and capacity.
