Why would the Aviation Safety Council be set up to investigate aviation occurrences?

Between 1981 and 1998, there was no independent accident investigation organization.  During that period, the civil aviation accident rate of our country remained high.  In 1998, two fatal accidents happened in succession. The Executive Yuan thus decided to establish a permanent organization to conduct the aviation occurrence investigation independently, so as to prevent similar occurrences from reoccurrence. Then, the "Aircraft Aviation Safety Council, ASC" was set up on May 25, 1998.

On May 20, 2012, the Aviation Safety Council restructured and officially became an independent agency.

        The ASC is responsible for the investigation of aviation occurrences of civil aircraft, public aircraft, and ultra-light vehicle. The investigation operation includes aviation occurrence identification, probable causes identification, safety recommendations submission, and investigation report preparation.
