Does the Aviation Safety Council (ASC) have an administration subjection relations with the Ministry of Transportation and Communications or the Civil Aeronautics Administration?

      The Ministry of Transportation and Communications, the Civil Aeronautics Administration and the Aviation Safety Council are closely related to civil aviation, but each has its own functions.

      The Ministry of Transportation and Communications is in charge of the policy of transportation (highways, marine, and aviation).

      The Civil Aeronautics Administration (CAA) is affiliated to Ministry of Transportation and Communications, responsible for expanding the air rights and air routes, airport planning and construction, aviation safety supervision, aviation industry guidance, air traffic control services, etc., thus the CAA is a regulatory agency for civil aviation. The CAA also has investigating tasks, but are those not related to aviation occurrences or the ground incidents when the aircraft not in operation.

      The Aviation Safety Council is affiliated to Executive Yuan, responsible for the aviation occurrence investigation of civil aircraft, official aircraft and ultra-light vehicle. The objective of the ASC‘s investigation of aviation occurrence is to prevent recurrence of similar occurrences. It is not the purpose of such investigation to apportion blame or liability.
