Does joining the International Civil Aviation Organization (ICAO) promote aviation safety?

        In 1944, at the International Conference held by the United Nations in Chicago, the participating countries signed the "Convention on International Civil Aviation" (commonly known as the Chicago Convention). The aim is to promote international cooperation and world peace. In 1947, the International Civil Aviation Organization (ICAO) was established to encourage global participation to promote international aviation safety.

        Although our country is not a member state of ICAO, the Aviation Safety Council drafted the "Aviation Occurrence Investigation Act" and related regulations based on the Convention on International Civil Aviation, Annex 13. Absence from ICAO and ICAO sub organization meeting thus made us need to indirectly received messages from other channels after the ICAO had promulgated the revised Standard and Recommended practices(SARPs). Despite there is no immediate influence to our investigation, still there is certain degree influence to ASC amending time table of our regulations.

        Aviation is a global industry, and our country's "Taipei Flight Information Region" is an integral part of the East Asian air transport network. Been able to participate directly in the meetings held by ICAO or its sub organizations, enable the ASC to understand the background and process to get sufficient information about international accident investigation. Furthermore, in the process we also can timely amend the ASC's corresponding investigation standard and adopt international standards simultaneously. The ICAO participation will have significant benefit to the international aviation safety.

The most cost-effective way to improve aviation safety is to share safety information. The ICAO has an accident database provided by its member states. Every member state may obtain the relevant information through the channel, conducive to aviation researches and improvement. By joining the ICAO, we are able to access this global aviation accident database, obtain information, which will be helpful for us to study and enhance our aviation safety.
