An ASC investigator must have considerable practical aviation experience in aviation and techniques of occurrence investigation which may include flight operations, airworthiness, air traffic control, aeronautical engineering, weather, airport, human factors, and safety management etc.

In addition to professional backgrounds in civil aviation, the investigators need to understand the law/regulations related to aviation occurrence investigation, investigation knowledge and skills, the knowledge about aircraft operations and aircraft systems etc. Furthermore, the ability to collect, document and reserve evidence, identify and analyze pertinent evidence, and the abilities to obtain the relevant technical assistance and resources. The investigators also need to be able to determine the probable causes of the occurrences and, if appropriate, make safety recommendations, as well as writing a final report that meets relevant requirements.

In addition, investigators need to be required certain personal attributes which include integrity and impartiality, so that their investigation would not be biased by personal relationships or authority pressure. They not only must have clear logical thinking to analyze the factual data, but also be able to perform investigation under tough physical environments to pursuit the root causes of the occurrences.
