What kind of work the ASC investigators do other than occurrence investigation?

        ASC is a quite compact investigation agency, the investigators are required to be multi-functions to perform not only the investigation, but also regular works like an ordinary government agency. In addition to aviation occurrence investigations, the ASC investigators need to carry out the following tasks:

  • To review and amend the related aviation occurrence investigation laws and regulations: the ASC performs the investigations based on "Aviation Occurrence Investigation Act" and "The Regulation Governing the Handling of Investigation Procedures for Aviation Occurrences for Civil and Public Aircraft," etc. After investigating several aviation occurrences practically for years, the ASC found sometimes that it was difficult to implement the related laws or regulations in practical world which prevent investigation from collect all the data needed or being hard to enforce some regulations. To amend those laws or regulations, the Council will hold public hearings to gather and adopt different views from airlines, public and government agencies, so as to enable the amended provisions to meet the practical needs.
  • Enhance the technical capacity of the Investigation Laboratory: to enhance the Laboratory's technical capacity, the ASC carries out flight recorders survey annually. The survey updates the information of flight recorders used by ROC registered aircraft and government owned aircraft. So as ASC could procure the new equipment which could read and download the new recorders used by the relevant aircraft. This is would keep 100% of flight recorders reading capacity of our Laboratory. Also to share resources, the ASC also has been providing service of the flight recorders data download with free of charge for domestic and international aviation investigation agencies.
  • Promote international cooperation/coordination, and enhance the communications/ coordination between domestic and international safety organizations: having worked hard over many years, the ASC is recognized and acclaimed internationally in terms of both its investigation techniques and relevant software/hardware capabilities. With civil aviation authorities, the aviation industry, and the ASC have worked together, along with the implementation of Safety Management System (SMS) and State Safety Program (SSP), as well as the widely promotion of many other accident prevention and safety improvement measures, it is expected that our country's aviation safety would reach the international level. Furthermore, the
    ASC wishes that the raised safety recommendations could be supported from relevant agencies, to prevent similar occurrences from happening again.
  • Hold academic seminars: the ASC annually holds "Flying Safer--Aviation Safety Information Exchange Seminar", to share lessons learned from recent investigations, and the trend of aviation safety statistics with governments, the aviation industry and the academic world. The purposes are to promote safety information exchange and having focuses of safety prevention.
  • Construct an international platform to show the image of Taiwan's professional investigation: the ASC joined various international organizations as a full member soon after its establishment. Over the years the ASC sent delegates to attend the annual meetings held by the international organizations every year. In addition to collecting the information about the global aviation occurrence investigations, the delegates have established contacts with the accident investigation agencies from countries around the world, as the basis for future cooperation on accident investigations. The ASC has also actively joined international aviation safety and accident investigation organizations, such as International Association of Aviation Safety Investigators (ISASI), International Flight Safety Foundation (FSF), etc., and sent delegates to attend the annual conferences held by the organizations each year, to exchange information and experience with the professional investigators from the countries across the world. Additionally, in recent years, the ASC delegates took opportunities of attending various international aviation safety meetings to fight for the opportunities to host the important international conferences, including 2002 ISASI Annual Conference, 2008 AIR Meeting, 2009 ICASS Annual Conference, and 2010 ITSA Annual Meeting. All of them have greatly enhanced our country's visibility in the international community.
