In addition to the information already provided in the TW-ASC final report in the section describing safety actions already taken by CPA soon after the occurrence, the Airbus Fleet Office level changed the MEL dispatch procedure for a Bleed Inop condition, ref. 36-11-01a and 36-110-1b (see attached for the latest revision, dated 28 May 10). The dispatch procedure prohibits an aircraft from leaving HKG with this condition, places restrictions on ETOPS, and includes other operational considerations with regard to departure from outports. Furthermore, there is a detailed Operations (O) Procedure for the crew to consider prior t dispatch with this condition.
